Update, December 9:

The Portland Police Bureau (PPB) has released the names of the Focused Intervention Team officers responsible for the Lents shooting, four months after it took place.

According to a PPB press release, Charles Elam, Amy Li, and Christopher Baten were involved in the shooting. The Multnomah County District Attorney's Office reviewed the case and determined that officers' actions were not criminal, yet the officers' actions remain under internal review. Elam and Li have returned to duty, while Baten resigned from PPB in September.

Original story, August 17:

Police officers shot at a man in Portland's Lents Neighborhood Tuesday evening while attempting to arrest him.

The man, identified by the Portland Police Bureau (PPB) as Robert Connelly, was not injured in the shooting. The officers involved were members of the bureau's team that responds to gun crimes, called the Focused Intervention Team (FIT), who were seeking to arrest Connelly on several federal and state warrants related to gun crimes and sexual assault. According to PPB, those officers were attempting to arrest Connelly near SE 82nd Ave. and SE Lambert St. just after 8 pm Tuesday when he pointed a gun at them. This prompted several officers to shoot at Connelly. Connelly then fled to a nearby business, where he barricaded himself. Crisis negotiators allegedly convinced Connelly to "surrender peacefully," according to PPB.  Connelly was booked into the Multnomah County Detention Center just after 5 am Wednesday.

PPB reports that no one was injured during the shooting.

This is the third instance of FIT officers shooting a firearm at a member of the public (or, using "deadly force") this year. In May, four FIT officers were placed on leave for their involvement in a shooting that left one Portlander with life-threatening injuries in Northeast Portland. And in July, a FIT officer shot and killed a man firing a gun in East Portland.

It's not clear how many FIT officers were involved in Tuesday evening's shooting. Two FIT officers were involved in Tuesday evening's shooting, according to PPB. Because of the city's rule placing officers on leave during deadly force investigations, this means that a total of three FIT officers are currently on leave from the 12-officer team.

Tuesday's shooting marks the sixth by PPB in 2022.
